CHUROV, Vladimir Yevgenievich
Chairman of the Central Election Commission of the Russian Federation

Born on March 17, 1953, in the city of Leningrad (now Saint-Petersburg). He has never changed his family name, first name or patronymic. A national of the Russian Federation.
He has a higher education degree. In 1977, he graduated from the Leningrad State University with a degree in physics and was certified as a physicist (specialty in atmospheric physics); Diploma B-I No.319710. In 1973, he graduated from the Public Department of Journalism (two-year course) of the same University. In 1990, he completed a programming course.
He does not have an academic title or degree. For a number of years, he has been teaching the International and Foreign Economic Relations special course at the Economics Department of the Saint Petersburg Trade Unions University for the Humanities and at the International Relations Department of the Saint Petersburg State University.
He speaks English.
From 1977 to 1991, he occupied various positions at Integral Aerospace Equipment OKB (experimental design bureau) of the Leningrad State University. In 1991- 2003, he served in different positions at the Committee for Foreign Relations of the Saint Petersburg Administration; from 1995 to 2003, he was Deputy Chairman and Head of the International Cooperation Department of the above Committee. He holds the civil service rank of State Counselor 1 st Class of Saint-Petersburg, awarded by Decree of the Saint Petersburg Administration No.602-pk of October 31, 2003.
In 1990, he was elected People's Deputy of the Leningrad City Soviet of People's Deputies. His deputy powers were terminated in the late 1993, when the Soviet ceased to exist.
In 2003, he was elected as a member of the Fourth State Duma of the Federal Assembly of the Russian Federation from the LDPR political party's federal list. He was elected Deputy Chairman of the State Duma Committee for the Commonwealth of Independent States (CIS) Affairs and Relations with Compatriots, member of the State Duma's delegation in the Nordic Council, and member of the Political Commission of the CIS Inter-Parliamentary Assembly. He participated in preparing a number of draft laws on international relations and social security. As part of the election observation missions of the CIS, the OSCE Parliamentary Assembly, and the State Duma, he monitored elections in Palestine, Serbia, Trans-Dniester, Ukraine, Belarus, Kirghizia, and Tajikistan. Together with the CIS Inter-Parliamentary Assembly, the CIS Executive Committee and the CEC of Russia, he participated in developing the democratic standards and rules for election observation and the general approaches towards evaluation of the electoral process.
From 1991 he is not affiliated to any political party, socio-political movement or association.
He is the author of about 30 scientific papers, several hundreds of publications on different socio-political subjects, and the fiction historical book "The Mystery of Four Generals" (2005).
His hobbies include photography, military history, and history of architecture.
Married. His wife, Churova (Yefremova), Larisa Nikolayevna, born 1955, is an expert in cultural programs. His son, Churov, Yevgeny Vladimirovich, born 1988, is a student at the Saint-Petersburg State University.
Parents: Father - Churov, Yevgeny Petrovich, born 1918, naval officer and scholar, died 1981; Mother - Churova (Brezhneva), Irina Vladimirovna, born 1925, philologist and editor, now retired.
He has a Letter of Commendation from Chairman of the State Duma and Letters of Commendation from Mayor and Governor of Saint-Petersburg. He was awarded with the Order of Friendship, medals, and a number of public awards.
On March 9, 2007, he was appointed Member of the Central Election Commission of the Russian Federation by Decree of the State Duma of the Federal Assembly of the Russian Federation. On March 27, 2007, he was elected Chairman of the CEC of Russia.
