DUBROVINA Elena Pavlovna
Member of the Central Election Commission of the Russian Federation

Born on August 16, 1960, in the city of Miass, the Chelyabinsk Region.
In 1990, she graduated from the R.A. Rudenko Sverdlovsk Law Institute.
She started her working career as a laboratory assistant at an automotive technical school and later, worked as a secretary of judicial session at the Miass People’s Court.
In 1986–1994, she worked as a legal counsel at the Yuzhnouralsk GRES (state district power plant) and later at the Kristall Plant and the Yuzhnouralsk City Administration.
In 1994–1996, she was general director of VEM limited liability partnership.
In 1997–1999, she was head of the State Legal Department of the Chelyabinsk Regional Administration.
She has a vast experience of working in the election system: in 1993, she was member of the district election commission for the election of deputies of the Chelyabinsk Regional Duma and the election of member of the Council of Federation of the Federal Assembly of the Russian Federation; in 1995, she was member of the district election commission for the election of deputies of the Second State Duma of the Federal Assembly of the Russian Federation; and in 1996, she was Non-Voting Member of the Central Election Commission of the Russian Federation, representing candidate for the office of President of the Russian Federation G.A. Yavlinsky.
On February 10, 1999, she was appointed Member of the Central Election Commission of the Russian Federation by the State Duma of the Federal Assembly of the Russian Federation.
She is one of the main authors of the Federal Law “On Political Parties”. In 2000, she was head of the Working Group at the CEC of Russia for the preparation of a draft of the Federal Law “On Political Parties”, introduced to the State Duma of the Federal Assembly of the Russian Federation by the President of the Russian Federation.
On February 12, 2003, she was appointed Member of the Central Election Commission of the Russian Federation by the State Duma of the Federal Assembly of the Russian Federation.
On February 21, 2007, she was reappointed Member of the Central Election Commission of the Russian Federation by the Council of Federation of the Federal Assembly of the Russian Federation.
At the CEC of Russia she is responsible for such areas of its activity as: generalization and analysis of the practice of holding elections and referenda in the Russian Federation; preparation of proposals for the improvement and development of practice of applying the law and of legislation; as well as control over the implementation of measures to bring legislation of subjects of the Russian Federation into conformity with the Federal Law “On Basic Guarantees of Electoral Rights and the Right of Citizens of the Russian Federation to Participate in a Referendum”; monitoring of the sources, recording and use of the financial resources of electoral funds and referendum funds; audits of financial reports of candidates, electoral associations, initiative groups for holding a referendum, and initiative campaign groups; audits of consolidated financial reports and records of the money contributed to and expended by political parties; monitoring of the sources and the size of property received by political parties as affiliation and membership fees and donations by citizens and legal entities; informing citizens about the results of such audits; interaction with political parties and other public associations, non-commercial non-governmental organizations, and the Public Chamber of the Russian Federation; enforcement of the electoral rights and the right to participate in a referendum of citizens of the Russian Federation during the preparation and conduct of elections to bodies of state power of the Russian Federation subjects, elections to bodies of local self-government, referenda of the Russian Federation subjects, and local referenda; enforcement of the rights of citizens of the Russian Federation to participate in voting to recall officials elected directly by citizens; control over the compliance with the procedure for formation of election commissions and referendum commissions set forth by the Federal law; interaction with judicial and law-enforcement agencies in ensuring and protecting the electoral rights and the right to participate in a referendum of citizens of the Russian Federation; processing of complaints against decisions and actions (failures to act) of election commissions of subjects of the Russian Federation and their officials; pursuit of international cooperation in the area of election systems; and generalization of the electoral legislation and the practice of conducting elections in foreign countries.
She is Candidate of Sciences (Law) and has the title of Honored Lawyer of the Russian Federation.
She is the author of a number of scientific publications.
She was awarded with 2-d Class medal of the Order of Merit for the Fatherland, the Certificate of Merit from the State Duma of the Federal Assembly of the Russian Federation, and the Certificate of Merit from the Central Election Commission of the Russian Federation.
Married, with a son and a daughter.
