Leonid Grigoryevich Ivlev

Deputy Chairman of the Central Election Commission of the Russian Federation

 

Born on May 1 , 1953 in the Voronezh region .

In 1975 , he graduated magna cum laude from the Kurgan High Military Aviation School and started his tenure with the Air Force as a political officer. In 1984, he graduated magna cum laude from the Department of Philosophy of the Military-Political Academy and in 1989 – from the graduate school of the same Academy where he specialised in philosophy. Mr. Ivlev is a philosophy professor.

He is an Air Force Major-General, candidate of philosophic sciences, and associate professor. He is also a candidate master of sports in skiing and orienteering .

In 1975 – 1984, Mr . Ivlev served in the Air Force in the capacity of a political commander ; in 1984 – 1996, he taught at the Tambov High School of Military Aviation Engineering and the Air Force Engineering Academy named after Professor N. E. Zhukovsky.

From December 1996 till December 2007 Mr . Ivlev worked at the Administration of the President of the Russian Federation, including in the capacity of the Deputy Director of the Internal Policy Department in 2001 – 2007. He was in charge of collaboration with political parties, deputies of the State Duma and members of the Federation Council of the Federal Assembly of the Russian Federation , as well as the Legislation Commission of the Government of the Russian Federation.

On December 20, 2007, Mr . Ivlev was appointed member of the Central Election Commission of the Russian Federation by Presidential Decree No. 1722.

On April 24, 2008 he was elected Deputy Chairman of the Central Election Commission of the Russian Federation.

He specialises in design and implementation of political and electoral technologies. He is experienced in organisation and conduct of electoral campaigns and operation of electoral headquarters in elections of the President of the Russian Federation and deputies of the State Duma. He has repeatedly served as a leader of the Central headquarters of an electoral block and a political party in elections of deputies of the State Duma .

He is the author of one of the first monographs published in the country on “Political pluralism and multiparty systems” (1992) which analysed the development of the party system in Russia, the author of over 60 works published in our country and abroad.

At the CEC of Russia he is responsible for such areas of its activity as: coordination of activities related to the conduct of elections to bodies of state power of the Russian Federation subjects, elections to bodies of local self-government, referenda of the Russian Federation subjects, and local referenda; holding of voting to recall officials elected directly by citizens; voting on matters related to boundary changes of municipalities and transformation of municipalities; formation of election commissions, referendum commissions and organization of their activities; and interaction of election commissions, referendum commissions and bodies of state power of the Russian Federation subjects and political parties.

L.G. Ivlev was awarded with the Order of Honour, the second degree medal “For the services provided to the Fatherland”, four thank-you letters from the President of the Russian Federation, 12 medals, an Honourary diploma of the Government of the Russian Federation, an honourary sign from the State Duma “For the services provided in the development of parliamentarism”, as well as honourary diplomas of the State Duma and Federation Council of the Federal Assembly of the Russian Federation.

Hobbies: L.G. Ivlev collects vintage radio-receivers and travels across Russia by car.

Married, with two sons.
