KOLYUSHIN , Yevgeny Ivanovich
Member of the Central Election Commission of the Russian Federation

Born on October 8, 1947, in the city of Cherepovets, the Vologda Region.
In 1971, he graduated from the legal department and in 1974, completed his postgraduate training at the M.V. Lomonosov Moscow State University (MGU). He attended training courses at German universities.
In 1974–1987, he was assistant, head teacher, dean, professor and department head at the Ivanovo State University.
In 1987–1991, he worked as a senior scientific adviser/ senior assistant at the Group of Scientific Advisers at the Presidium of the Supreme Soviet of the USSR and head of the department for legislation and law-enforcement of the Secretariat of the Supreme Soviet of the USSR.
In 1991–1994, he occupied major posts at the legal services of the Menatep International Financial Association and Menatep Bank.
In 1994–1999, he was professor, head of the department for legal foundations of administration, and one of the founders of the public administration department at the M.V. Lomonosov Moscow State University.
On December 23, 1994, February 10, 1999, and February 12, 2003, he was appointed Member of the Central Election Commission of the Russian Federation by the State Duma of the Federal Assembly of the Russian Federation. Since April 1999, he has been working at the CEC of Russia on a permanent (full-time) basis.
On March 9, 2007, he was reappointed Member of the Central Election Commission of the Russian Federation by the State Duma of the Federal Assembly of the Russian Federation.
At the CEC of Russia he is responsible for such areas of its activity as: monitoring of the sources, recording and use of the financial resources of electoral funds and referendum funds; audits of financial reports of candidates, electoral associations, initiative groups for holding a referendum, and initiative campaign groups; audits of consolidated financial reports and records of the money contributed to and expended by political parties; monitoring of the sources and the size of property received by political parties as affiliation and membership fees and donations by citizens and legal entities; informing citizens about the results of such audits; enforcement of the electoral rights and the right to participate in a referendum of citizens of the Russian Federation during the preparation and conduct of elections to bodies of state power of the Russian Federation subjects, elections to bodies of local self-government, referenda of the Russian Federation subjects, and local referenda in the seven regions of the Volga Federal District; interaction with the Constitutional Court of the Russian Federation; processing of complaints against decisions and actions (failures to act) of election commissions of subjects of the Russian Federation and their officials; pursuit of international cooperation in the area of election systems; and generalization of the electoral legislation and the practice of conducting elections in foreign countries.
Doctor of Sciences (Law), Professor. He has the title of Honored Lawyer of the Russian Federation.
He was awarded with the Certificate of Merit and the Honorary Badge of the Central Election Commission of the Russian Federation “For Achievements in Organizing the Elections”.
He participated in the preparation of many draft laws of the USSR, election laws of the Russian Federation, draft regulations of the CEC of Russia on electoral funds, and draft of the Charter of the City Moscow. He has more than 120 scientific papers on the issues of constitutional, municipal, finance, and civil law.
He is advocate of the active role of state in protecting the rights of citizens, in economic life and in subordinating politics to law.
He speaks German. His hobbies include skiing and hiking.
Married, with a daughter and a grandson.
