KONKIN Nikolay Yevgenyevich
Secretary of the Central Election Commission of the Russian Federation

Born on December 3, 1964, in the city of Leningrad.
In 1988, he graduated from the Leningrad Polytechnic Institute and in 1994, graduated from the Saint Petersburg State University with a degree in jurisprudence.
In 1988–1991, he worked as an engineer at the Academician A.N. Krylov Central Scientific Research Institute.
In 1990–1993, he was Deputy of the 21 st Leningrad Soviet of People’s Deputies and member of the commission on the military-industrial complex and conversion.
In 1994–2003, he worked as a lawyer.
On February 26, 2003, he was appointed Member of the Central Election Commission of the Russian Federation by the Council of Federation of the Federal Assembly of the Russian Federation.
On February 21, 2007, he was reappointed Member of the Central Election Commission of the Russian Federation by the Council of Federation of the Federal Assembly of the Russian Federation.
At the CEC of Russia he is responsible for such areas of its activity as: development and implementation of measures related to legal education of voters, professional training of commission members and other election and referendum officials, and publishing of necessary printed materials; enforcement of the electoral rights and the right to participate in a referendum of citizens of the Russian Federation during the preparation and conduct of elections to bodies of state power of the Russian Federation subjects, elections to bodies of local self-government, referenda of the Russian Federation subjects, and local referenda; enforcement of the rights of citizens of the Russian Federation to participate in voting to recall officials elected directly by citizens; control over the compliance with the procedure for formation of election commissions and referendum commissions set forth by the Federal Law; development and introduction of standards for technological equipment required for operations of election commissions and referendum commissions and control over compliance with these standards; development of the format, including the protection level, of the ballot, the voters list , and other electoral documents; as well as preparation of standards , according to which electoral documents and documents related to the preparation and conduct of a referendum are made; and implementation of measures to ensure the uniform procedure for determination of vote returns and election and referendum results; as well as the procedure for publication of the results of the voting and the election or referendum results .
