SHAPIEV, Siyabshakh Magomedovich

Member of the Central Election Commission of the Russian Federation

Born on December 15, 1955, in the village of Gunukh, the Charodinsky District of the Republic of Dagestan.

In 1973, he finished the Tlyarosh secondary school with a gold medal and entered the law department of the Dagestan State University, from which he graduated with honors in 1978. He continued his education that same year at the Leningrad State University — first as a student researcher and later, as a postgraduate student at the criminal law department. In 1982, he successfully defended his Ph.D. thesis. In 2000, he successfully defended his doctoral thesis at the Saint Petersburg University of the Ministry of Interior of Russia.

From 1983 to 1993, he was lecturer, head teacher, and assistant professor at the criminal law and procedure department, and deputy dean of the law department of the Dagestan State University.

In 1993–1994, he was chairman of the district election commission for the election of a Deputy of the State Duma of the Federal Assembly of the Republic of Dagestan in Makhachkala Electoral District No. 11.

In 1994–1995, he was chairman of the regional election commission of the Republic of Dagestan.

On April 22, 1995, he was appointed Member of the Election Commission of the Republic of Dagestan by Decree of the State Council of the Republic of Dagestan. On June 5, 1995, he was elected Chairman of the Election Commission of the Republic of Dagestan.

On April 28, 1999, he was reappointed Member of the Election Commission of the Republic of Dagestan by Decree of the State Council of the Republic of Dagestan and on May 27, 1999, was reelected Chairman of the Election Commission of the Republic of Dagestan.

Since September 1999, he was professor at the criminal law and criminology department of the Dagestan State University.

He is the author of over 100 scientific papers on criminal law, criminology and electoral law, including several training manual and monographs.

On February 26, 2003, he was appointed Member of the Central Election Commission of the Russian Federation by the Council of Federation of the Federal Assembly of the Russian Federation.

On February 21, 2007, he was reappointed Member of the Central Election Commission of the Russian Federation by the Council of Federation of the Federal Assembly of the Russian Federation.

At the CEC of Russia he is responsible for such areas of its activity as: development and implementation of measures related to legal education of voters, professional training of commission members and other election and referendum officials, and publishing of necessary printed materials; enforcement of the electoral rights and the right to participate in a referendum of citizens of the Russian Federation during the preparation and conduct of elections to bodies of state power of the Russian Federation subjects, elections to bodies of local self-government, referenda of the Russian Federation subjects, and local referenda; enforcement of the rights of citizens of the Russian Federation to participate in voting to recall officials elected directly by citizens; control over the compliance with the procedure for formation of election commissions and referendum commissions set forth by the Federal Law; interaction with judicial and law-enforcement agencies in ensuring and protecting the electoral rights and the right to participate in a referendum of citizens of the Russian Federation; and processing of complaints against decisions and actions (failures to act) of election commissions of subjects of the Russian Federation and their officials.

He has the titles of Honored Lawyer of the Republic of Dagestan and Honored Lawyer of the Russian Federation. He was awarded with 2-d Class medal of the Order of Merit for the Fatherland and the Certificate of Merit and the Honorary Badge “For Achievements in Organizing the Elections” of the Central Election Commission of the Russian Federation.

Married, with a son, two daughters, and two granddaughters.
