SMUGLIN Feodor Saveliyevich - Chief of International Department of the CEC of Russia’s Staff

 Не was born on March 11, 1953 in the Baltic city of Tartu.

Career Naval Officer. Graduated from the Naval Academy named after M.Frunse in Leningrad (1975), Military-Political Academy in Moscow (1985), and Moscow Academy of state and municipal management (retraining course, 2010). 

Served in the naval forces of the Russian Baltic Fleet and Northern Fleet, at Leningrad Naval Base, at the Russian Navy Supreme Command as political and educational officer including positions of the deputy commander of the big-class diesel submarine and nuclear submarine.

In December 2002 – December 2010 was a Deputy Commander in Chief of the Russian Navy for educational work, vice-admiral (2006).

Retired from military service on September 15, 2011 in accordance with the Decree of the President of the Russian Federation

F.Smuglin is an author of a number of research works and publications on the history of the Russian Navy and on social and educational work in the Armed Forces and the Navy. Не took an active part in international military cooperation between Russian and foreign fleets.

F.Smuglin has numerous state and military decorations including the Order of Honor, medals of the Order For the Service to Homeland of the first and second degree.

Having retired from the Navy in September 2011 by the Decree of the Chairman of the CEC of Russia he was appointed to a position of the Chief of International Department of the CEC of Russia’s Staff.

Married, has a son.
