On July 15 – 16, 2004, OSCE Supplementary Human Dimension Meeting ("Electoral Standards and Commitments") was held in Vienna (Austria). The main purpose of the meeting was to discuss the document "Election Principles and Existing OSCE Commitments for Democratic Elections" prepared by the Office for Democratic Institutions and Human Rights of the OSCE. At the meeting one of the keynote speeches was delivered by A. A. Veshnyakov, Chairman of the Central Election Commission of the Russian Federation.
