On 31 July 2019, a telephone conversation was held between Ella Pamfilova, Chairperson of the CEC of Russia and Thorbjørn Jagland, Secretary General of the Council of Europe.
During the hour-long conversation, the Chairperson of the Central Election Commission spoke about the authority of the CEC of Russia during regional election processes, emphasizing that the election campaigns are taking place in many regions of Russia and the Central Election Commission controls the legality of all elections throughout the country.
Ella Pamfilova condemned the actions of some unregistered candidates who chose the illegal path in order to achieve inclusion in the lists of candidates. She noted that citizens have the right to participate in rallies. However, in her opinion, the holding of unauthorized rallies that preceded the decision to refuse registration was an attempt to put pressure on the election commissions. The CEC of Russia will consider all appeals as objectively, loyally, expeditiously as possible, attracting independent experts and allowing media to attend meetings of working groups.
For his part, Thorbjørn Jagland took note that the CEC of Russia will do everything possible to ensure that objective legal decisions are taken on all complaints. Concluding the conversation, the Secretary General of the Council of Europe called on all candidates to use only legal methods.
