On 7 August 2019 the Central Election Commission of the Russian Federation held its 217th regular meeting.
On the procedure for collecting and verifying signatures
The Chairperson of the CEC of Russia Ella Pamfilova during the meeting stated the need to reform the mechanism of collection and verification of signatures of voters in support of candidates.
"The more we consider issues related to the procedure of collection and verification of signatures, the more we see the need for this mechanism to be reviewed," said Ella Pamfilova. "On a number of parameters, taking into account the fact that life is changing, attitudes in society, attitudes to communications are changing, this mechanism is becoming increasingly outdated: on the one hand, in some cases it simply becomes an anachronism, on the other – against its background, a new industry for the production of signatures is rapidly developing. Our voters, candidates and members of election commissions are the first to suffer from these issues."
The Chairperson of the CEC of Russia noted that there are no winners in this situation. She said that the CEC of Russia is preparing proposals to change the procedure for collection and verification of signatures.
"We will most likely propose a package of such measures to our legislators after the election campaign. This is absolutely obvious for us," said Ella Pamfilova.
