On 29 January 2020 the Central Election Commission of the Russian Federation held its 237th regular meeting.
On the celebration of the 75th anniversary of the Victory
Opening the meeting, the Chairperson of the CEC of Russia Ella Pamfilova spoke about the events to be held by the CEC of Russia on the eve of an important historical date – the 75th anniversary of the Victory in the Great Patriotic War.
"For each and every one of us, the Victory Day is a symbol that inspires pride for those who did everything to ensure peace in our country," said Ella Pamfilova.
The Chairperson of the CEC of Russia also said that the Central Election Commission has created a special working group dealing with the celebration of the 75th anniversary of the Victory. So, together with the Museum of Modern History of Russia, the CEC of Russia organizes an exhibition dedicated to the first post-war elections to the Supreme Soviet of the USSR on 10 February 1946. To create an exhibition dedicated to the first post-war elections, the Museum has already received materials collected by the CEC of Russia in almost all regions of our country. Experts are already working with those documents.
On the participation of the CEC of Russia in the preparation and conduct of the all-Russian vote
The Chairperson of the CEC of Russia commented on the possibility of participation of the CEC of Russia and the entire system of election commissions in the preparation and conduct of the all-Russia vote on amendments to the Constitution of the Russian Federation.
"If there is a corresponding decision or law, which will entrust us with the conduct of a nationwide vote, then we will do it. Now the CEC of Russia has no formal grounds," said Ella Pamfilova. "But we are conducting an intensive discussion of all related issues. I believe that we are obliged to do this, since the Working Group on Preparation of Amendments is interested in our competent opinion on the procedure and modality for holding the all-Russia vote. The expert community also takes an active part in the discussion."
On the results of verification of receipt of the ballot by voters only once
Member of the CEC of Russia Alexander Kinev recalled that the CEC of Russia created a working group to check whether voters who used the "Mobile voter" mechanism in the elections held on 8 September 2019 received ballots only once.
A group of voters was identified whose voting location could only be verified by opening the voter lists.
According to the results of the inspection, there are no facts pointing to multiple voting. However, there were five cases of identical signatures in the voter lists (both at the polling station at the place of residence and at the place of actual location). These facts took place at the election of the Governor of the Chelyabinsk region.
"'Mobile voter' is a very strict system in terms of preventing possible abuses," said Ella Pamfilova. "Anyone who wants to check it out quickly comes to this conclusion. Individual attempts at violations are instantly detected, and this is the advantage of the system."
