Central Election Commission of Russian Federation held 241st meeting

On 4 March 2020 the Central Election Commission of the Russian Federation held its 241st regular meeting.

Opening the meeting, Ella Pamfilova, The Chairperson of the CEC of Russia, noted that at this stage there is absolute clarity on the financing of all procedures related to the organization of the all-Russia vote, and the next step is to conduct accurate work in a short time.

The CEC of Russia approved the distribution of Federal budget funds allocated to the Central Election Commission of the Russian Federation for the preparation and conduct of the all-Russian vote on approving amendments to the Constitution of the Russian Federation.

"Funds for the preparation and conduct of the all-Russia vote on the approval of amendments to the Constitution of the Russian Federation have been received by the Central Election Commission of the Russian Federation in full – 14.8 billion rubles," said the Deputy Chairperson of the CEC of Russia Nikolay Bulaev. "The specified amount of funds allows us to finance all activities related to the conduct of the all-Russia vote, including the production and delivery of ballots, informing participants, using technical means for counting votes, organizing the work of application points at the location of voters, as well as the execution of the powers of commissions at all levels."

Nikolay Bulaev explained that the Central Election Commission of the Russian Federation has been instructed to distribute funds (no later than 10 days after the receipt) to the election commissions of constituent entities of the Russian Federation, the Ministry of Foreign Affairs of the Russian Federation and the Ministry of Defence of the Russian Federation, which manage Russian diplomatic missions and military units to organize polling stations outside Russia.

"14 billion 625 million rubles are allocated to pay expenses for lower – level election commissions," said the Deputy Chairperson of the CEC of Russia. "The Ministry of Foreign Affairs of the Russian Federation and the Ministry of Defence of the Russian Federation are allocated 110.3 million rubles. Expenses of the Central Election Commission of the Russian Federation amount to 80.2 million rubles."
