Central Election Commission of Russian Federation held 242nd meeting


On 11 March 2020 the Central Election Commission of the Russian Federation held its 242nd regular meeting.

At the beginning of the meeting, a visual creative concept of the information campaign for the upcoming all-Russia vote on approving changes to the Constitution of the Russian Federation, which will be held on 22 April 2020 was presented.

The Deputy Chairperson of the CEC of Russia Nikolay Bulaev presented a draft Procedure for organizing and conducting all-Russia voting on the issue of approving amendments to the Constitution of the Russian Federation at polling stations formed outside the territory of the Russian Federation.

"It is planned to create 355 polling stations in 145 countries to organize voting abroad. They will be formed by the heads of diplomatic missions or consular offices no later than five days after the official publication of the decision on the appointment of the all-Russia vote, and in exceptional cases – no later than five days before the voting day," said Nikolay Bulaev. "Precinct election commissions must be formed no later than 18 days before the voting day, and in exceptional cases – no later than three days before the voting day."

Nikolay Bulaev noted that the Draft procedure adopted as the basis will be sent to the Ministry of Foreign Affairs of the Russian Federation and the Ministry of Defence of the Russian Federation for consideration and submission of comments and suggestions.
