Ella Pamfilova, Chairperson of the Central Election Commission of Russia, said that work continues with the documents of political parties participating in the elections to the State Duma.
“More than four thousand candidates are included in the federal lists of parties, more than two thousand - in the lists for single-mandate constituencies. To date, seven lists of political parties have been registered, including 2,007 candidates. The Central Election Commission of Russia has certified the lists of 15 political parties. In single-mandate constituencies, all 14 parties that do not need to collect signatures are gradually registering their representatives. 455 candidates have already passed this stage, - said the head of the Commission. - 50 candidates from 13 political parties nominated to participate in the elections of senior officials in nine regions. One candidate lost his status, so 49 candidates are participating in the electoral race ”.
At the elections of deputies of the legislative bodies of state power of the subjects of the Russian Federation, 19 852 candidates were nominated in single and single-mandate electoral districts.
Accreditation of media representatives
The Secretary of the CEC of Russia Natalya Budarina presented the Procedure for the accreditation of media representatives at the elections of deputies to the State Duma of the eighth convocation and other elections, the voting in which will take place on 17, 18 and 19 September 2021.
“The accreditation procedure is synchronized with the current legislative norms, as well as the procedure for the specifics of voting for several days in a row,” explained Natalya Budarina. - The document retains the notification procedure for accreditation. Mass media can apply for work at polling stations starting 30 July”.
The Secretary of the CEC of Russia noted that accredited journalists will get the right to be present at polling stations during the entire voting period.
Natalya Budarina also reminded that media representatives must maintain ethical and balanced positions and cover the election campaigns in a fair, balanced and impartial manner.
The Commission approved the Procedure for the accreditation of media representatives at elections of deputies of the State Duma of the Federal Assembly of the Russian Federation of the eighth convocation and at other elections, referendums, voting in which will take place on 17, 18 and 19 September 2021, to be present during the entire voting period in the voting premises and during the determination of the results of voting, results of elections, referendum.
On the order of international observation
CEC Member of Russia Pavel Andreev presented Explanations of the operational procedures of foreign (international) observers during the election of deputies of the State Duma of the Federal Assembly of the Russian Federation of the eighth convocation. He noted that the Central Election Commission traditionally invites its colleagues from foreign partner electoral bodies, as well as international professional associations of election organizers, to the federal elections. Some invitations have already been sent, others will be sent in the coming days.
“The principal feature of the document which we are adopting is that the campaign takes place under the conditions of risk of the spread of coronavirus infection,” explained Pavel Andreev. - The health of voters, members of election commissions, all citizens is an absolute priority, as is the health of the international observers themselves. In this regard, it is envisaged that the issues of entry, stay and implementation of sanitary and epidemiological rules of conduct on the territory of Russia will be resolved depending on the development of the epidemiological situation. "
The Member of the CEC of Russia noted that the entire voting process - from sealing the boxes on 17 September to the counting of votes - will be accessible and transparent for foreign observers. They are also granted the right to observe the conduct of remote electronic voting.
The CEC of Russia approved the Explanations of the operational procedures of foreign (international) observers during the election of deputies of the State Duma of the Federal Assembly of the Russian Federation of the eighth convocation.
The CEC of Russia has certified the list of 15 authorized representatives of the regional branches of the All-Russian Political Party PARTY ROSTA on financial issues.
The Commission has registered two authorized representatives of the political party "PUBLIC ORGANIZATION - POLITICAL PARTY "RUSSIAN NATIONAL UNION"on financial issues.
The commission authorized the Deputy Chairman of the CEC of Russia Nikolai Bulaev, Secretary of the CEC of Russia Natalya Budarina, Members of the CEC of Russia Yevgeny Kolyushin and Konstantin Mazurevsky to draw up protocols on administrative offenses.
